It becomes a liability when the bailiff comes to your door to collect unpaid taxes. 
The arguments about the legality of income tax are all moot, because the judges have the final say and they say income tax is legal.
Beyond that simple fact is where angels fear to tread.

		<description>Greetings   I have a question and would appreciate an answer   How did the income tax deducted on your pay cheque become a liability ?  a debt owed to the queen and as a debtor  I  have to pay , how does earning a living become liability? and how did I suddenly become a debtor?
